三级就要考口语了

You'll have to speak from level 3

In the old HSK, speaking was a separate exam called the HSKK. You could register for the written paper only, never sit a speaking test in your life, and nothing on your certificate would show it.
В старом HSK устная часть была отдельным экзаменом — HSKK. Можно было записаться только на письменную часть, никогда не сдавать устную, и в сертификате это никак не отражалось.

The new version puts speaking back inside the exam. From level 3 it is a compulsory part, scored alongside listening and reading.
Новая версия возвращает устную часть внутрь экзамена. С третьего уровня она обязательна и оценивается вместе с аудированием и чтением.

Level 3 is a low threshold. Under the new standard it means a vocabulary of about a thousand words — roughly a year of serious study. In practice, nearly everyone learning Chinese will now meet a speaking test.
Третий уровень — низкий порог. По новому стандарту это около тысячи слов, примерно год серьёзных занятий. То есть с устной частью столкнётся почти каждый, кто учит китайский.

The change looks small and is not. The reason is simple: people practise what the exam tests.
Изменение кажется небольшим, но это не так. Причина проста: тренируют то, что проверяют.

For a decade and more, plenty of students have had Chinese they could read and write but not speak. Two or three years in, they could get through a news article and an exam passage, then slow right down the moment they opened their mouths — the sentence assembled in their heads and fell apart on the way out.
Больше десяти лет у многих студентов китайский был такой: читаю и пишу, а сказать не могу. Через два-три года они читали новости и справлялись с текстами, но, начав говорить, тормозили: фраза складывалась в голове и рассыпалась на выходе.

That is not an ability problem, it is a problem of how practice gets allocated. Speaking wasn't tested, so it got less practice; less practice made people more reluctant to speak; reluctance meant even less practice. The new exam breaks that circle from the outside.
Дело не в способностях, а в распределении практики. Устную часть не проверяли — на неё меньше времени; меньше практики — страшнее говорить; страшнее говорить — ещё меньше практики. Новый экзамен разрывает этот круг извне.

So how to prepare? The first thing is the simplest and the most useful: read aloud for ten minutes a day. Anything will do — a textbook passage, a news article, sentences you wrote yourself. The point is aloud, not in your head.
Как готовиться? Первое — самое простое и самое полезное: читайте вслух десять минут в день. Что угодно: текст из учебника, новость, свои фразы. Важно именно вслух, а не про себя.

Second, answer in full. The questions in a speaking test are short: "What do you do at the weekend?" Answer only "watch films" and the score stays low. Add a reason and a detail and the answer stands up: "At weekends I usually watch films at home, because the working week wears me out."
Второе — отвечайте полно. Вопросы короткие: «Что вы делаете на выходных?» Ответ «смотрю фильмы» балла не даст. Добавьте причину и деталь — и ответ обретает форму: «На выходных я обычно смотрю фильмы дома, потому что за неделю сильно устаю».

Third, drill a few connecting phrases: 我觉得… (I think…), 对我来说… (for me…), 主要有两个原因 (there are two main reasons). None is difficult, but in the exam room they buy you two seconds to think, and they make an answer sound organised.
Третье — отработайте несколько связок: 我觉得… («я считаю…»), 对我来说… («для меня…»), 主要有两个原因 («есть две основные причины»). Они несложные, но в аудитории дают пару секунд на обдумывание и делают ответ стройным.

xiàlaitīngbiànzhèfenrényuànzuòshìshìzuìkuàidehuìtīngdàogeyīnzǒngshìzhǔntíngtàijiǔ——zhèxiēzàishuōdeshíhoushìgǎnjuédàode

Fourth, record yourself and listen back. Most people avoid this step; it is also the fastest. You hear which sound you always get wrong and where you pause too long — things you cannot feel while speaking.
Четвёртое — записывайте себя и переслушивайте. Этот шаг чаще всего пропускают, а он самый быстрый: вы слышите, какой звук у вас всегда неточен и где слишком долгие паузы — во время речи это не чувствуется.

háiyǒuchángbèilüèdejiékǒukǎoshìshìduìzheshèbèishuōdeshiduìzherénhěnduōréntīngdàokāishǐyīnhuìjǐnzhāngjiějuébànzhǐyǒu——qiányòngshǒushēnggǎnxiāohàodiào

One detail often overlooked: you speak to a device, not a person. Plenty of people freeze the first time they hear "recording starts now". There is only one cure — rehearse it a few times on your phone until the strangeness wears off.
Ещё одна деталь, о которой забывают: говорить придётся не человеку, а технике. Многие теряются, впервые услышав «идёт запись». Лекарство одно — прорепетируйте несколько раз на телефоне, пока не пройдёт непривычность.

zuìhòudiǎnkǒukǎoshìkǎodeshiwánměishìnéngnéngsishuōqīngchǔshuōcuògǎikǒudōuyǐngxiǎngfēntíngzàilishuōbuchūláicáiyǐngxiǎng

One last thing: a speaking test is not measuring perfection, it is measuring whether you can make yourself understood. Getting a word wrong or correcting yourself costs nothing. Stopping dead is what costs.
И последнее: устная часть проверяет не безупречность, а способность донести мысль. Ошибиться в слове или поправить себя — не страшно. Страшно замолчать.
